Create a new layer and name it ‘white circle’. Choose foreground colour as #e7e7e7, grab the Ellipse tool and create the outer gray circle (hold down shift and drag to create circle) with the following settings:






(You can choose these settings by right clicking the layer on the layer palette and choosing blending options)

On completion your circle should look like this:






Create a new layer called ‘black circle’. Choose foreground colour as #535353 and create another circle inside it as shown.



Apply the following settings:






Now we will create a highlight for the black circle layer. While holding down Ctrl key press on the layer thumbnail of the ‘black circle’ layer on the control panel. Now we will have a circular selection as shown:



Create a new layer called ‘black highlight’ with the foreground colour selected as white select the ‘Gradient tool’. Make sure the tool settings are as shown below(keep in mind that the foreground color should fade to transparent as shown) :



Now click and drag inside the circle selection to apply a circular gradient there as shown below:
